This is a hacked version of Winning Eleven 2002 (Japan).
Similar to ISS2 - Club Edition, but with different clubs and squads updated up to '02-'03
You also get the improved graphics of WE2002 and the commentary in Japanese by Jon Kabira and yes, he can call the players by name too.
Some menus are in Japanese but the descriptions are translated in English. Everything you need is in English.

PS: Despite being called "European" there are teams from everywhere.
