Basically this is the v2 version by DCRES it removes an unused japanese karaoke video left over on the disc that never plays to make room for the videos that do show up in game without downsampling.

Tech Romancer is a somewhat obscure Capcom 3D fighting game made in the early 2000s. It’s gameplay is somewhat reminiscent to Rival Schools, although what sets it apart from the others is the fact that it is a mecha-based fighting game, Capcom’s second notable tenure into the subgenre after Cyberbots: Fullmetal Madness (As a matter of fact, Jin Saotome and his Blodia appears here as a secret character). This game however features more “Super” robots and often plays deliberately into the mecha genre cliches as an homage. For instance, the main character’s mech is very obviously a Mazinger, one mecha is pretty much a Gundam, another looks like a Variable Fighter from Macross (No surprise, since the designs for the Mechas are done by Studio Nue, of Macross fame) , etc. When you have a Char clone voiced by Shuichi Ikeda himself, you know you have a very homage heavy game. Overall I cannot say it is a great fighting game, but its a fun game to give a try with some friends, especially so if you’re a mecha fan.
